I'm not sure he'd fit in. Nuri Sahin is the kind of player I can think of. This is with respect to his Individual signing. But, at a price of 7m and kagawa calling Old trafford his 'home' might see him through there.
I don't think there is any better player United could use, other than maybe someone they'll never get like one of the Barca trio or Ozil or something.
Dortmund is a big club, but they can hardly be considered as big as Milan, Inter or Real Madrid etc due to their history. So from a club that is relatively small compared to the giants, he would be the best player, i.e. the best attainable player.
He is the stand out performer in Dortmund's record-breaking set-up, easily. In 41 games in all competitions, he has scored 16 goals and provided 9 assists. Plus he seems to make Dortmund tick.

Heard he was spotted during the Manchester Derby, and I'm afraid SAF's United didn't leave him a very good first impression, while his counterpart Blues definitely did.
Koscielny is quality, Mertesacker is average and Vermaelen is the most over-rated defender in the world. Do defenders just need to pop up and score a goal or two and get rated these days? His decision making is terrible and constantly goes forward and leaves Arsenal way too exposed at the back. Sure his runs help sometimes but he has to pick them wisely as Song doesn't cover either and it leaves the defence so open to counter attacks.
