Yes but you will need a very good PC to run it, I have a gaming PC in my house and that will just about manage it

Did GTA IV announcement came with stating releasing for PS3 and Xbox 360 but no mention of PC version also?

No iirc they said the pc version will come soon after the consoles when they made the announcement for GTA 4.

Comes out a few weeks after the PS3. I prefer the PS3 version with surround sound or else it looks lame on the PC
