how u people make commentary in richie benaud voice?

Taking other sounds and cutting them apart and sticking them back together.

Basic sound editing mainly, but I don't think it sounds any good.

Use a program called soundforge. Some of the commentary sounds ok, but most is comletely unrecognisable.
