The only way it would work would be if it was done fairly. Last year it was a joke as Leicestershire organised it, give it that name and then invited other teams. The problem with that is, they had no right to be in it, as they were not champions this year.
It would be hard to implement though, due to the differing time scales of cricket around the globe. I mean, it would be unfair to play in an English summer due to other teams being out of practice, and vice versa.
