BCCI doesn't want to play in the region
When they signed the MoU, they knew they had to play in the UAE. Or were they expecting to play in Pakistan?

You really think BCCI cares about MoUs?

Look you need to understand the difference between and MoU and Contract/Agreement. Signing an Understanding to play is not the same as signing a contract/agreement to play.

An MoU is merely an outline to do something in the future. A Contract is always binding on the parties, whereas an MoU is binding on the parties only if it was signed for monetary consideration.

Now I am sure neither BCCI paid PCB, nor PCB paid BCCI to sign this MoU. It makes no sense. Why should PCB pay BCCI to agree to play it, and similarly why should BCCI pay PCB for agreeing to play it.

Lastly most importantly, an Agreement is enforceable in a Court of Law, while an MoU isn't.

Thus MoUs, are not really documents worth losing sleep over.

I dont quite understand the reasoning behind not playing in UAE either - especially with the IPL point and the fact other teams are willing to play. The only logical reason I see is on a political level.

BCCI simply doesn't want to play or host the Pakistani team - whether in India or overseas. Doing so will naturally ruffle a lot of feathers in India (given the current political circumstances). So they refuse to play in UAE over whatever issues, and then invite PCB to play in India knowing they wont come due to "security issues". About revenue, there are many other streams of revenue to make up for a short ODI series with Pakistan. Win-win for BCCI?
 
^ Even I was just speculating on the 2000 fixing probe being the reason. As after that BCCI has never had a senior side tour the region. No one knows for sure.

I don't think being hosted by Pakistan is the reason, as Pakistan are only indirectly the hosts in UAE, as they would be in say SL, or anywhere else apart from Pakistan and India. I do understand Pakistan not wanting to play a home series in India, as it would not be a home series for them by any stretch.

I personally have no issues if UAE does host the series, and I do see why Pakistan want to play in UAE. However for whatever reasons, BCCI would prefer not to play there. What those reasons are I do not know, but then have to point out that an MoU by its very nature doesn't compel the BCCI to play in UAE. If it was a contract, then yes BCCI would have to play in the UAE.
 
An MOU may not have the ingredients of a Contract but it does have its own importance ethically. It has strong ethical implications as well. Its written on paper and not a verbal promise so regardless of the technicalities it is unfair from the part of BCCI. If you had issues with playing in UAE you could had put the conditions right away at that signing time.

Personally, I would blame here Najam Sethi (Head of PCB Governing Board) as well who went to India for the Big 3 thing and came back with huge promises that India will play with us consistent bilateral series in coming years so it's a huge achievement from our side, signed an MOU blah blah. Well It didn't look a very reliable promise even at that time among the cricketing circles of Pakistan trust me. The evidence? We have with us right here at the moment when the time of first series has arrived.

Also with South Africa's tour of India finishing on December 7 and India travelling to Australia for a limited-overs series from January 12, both boards decided to modify the original schedule. The best possible option was playing three ODIs and two T20Is.

If the tour doesn't include tests then its an eyewash of a series anyway, one that I lost a great deal of interest in. A one-off ODI series makes no sense. It could make sense if it becomes what the Sahara Cup in Canada was in the 90s for a while. Then it had a real rivalry feel. But a one-off series without tests ... not interested

"I have written a letter to the Foreign Ministry seeking clearance to play with Pakistan in Sri Lanka," Thakur told PTI. "According to the agreement of India and Pakistan, both teams were supposed to play in the UAE or at any other neutral venue if the conditions in Pakistan were not suitable. It is up to Pakistan as to where they want to play. After discussions with the BCCI and PCB, both countries have decided to play in Sri Lanka."

So it seems SL it is as the venue.

Get Junaid in as well. Aamir, Junaid and Irfan can make a lethal combination if used well by a captain.

On the other hand, In this same article, PCB chairman said that the meeting held on Pak-Eng ODI and T20 loss as well and I am satisfied as Coach and Selector gave me cricketing reasons of picking those players (in an experimentation episode).

Well... Can Waqar come on mass media and give us the CRICKETING REASONS? We would love to hear from you

"We asked for the government's permission in the last week of November but are still awaiting a response," a senior BCCI official said on condition of anonymity.

"The ongoing series with South Africa is ending on December 7 and it was planned to immediately send the Indian team to Sri Lanka for the proposed series with Pakistan. With time almost running out to take care of other arrangements like telecast and logistics, the series is as good as over for us," the official added.

^ I think a hashed up quickly assembled series is not the solution anyway. I had reservations about tests not being a part of this tour anyway, its better to wait and have a proper tour. As for the MoU, it does say India and Pak to play X no. of series with each other, but nothing in it says that it must be played in 2015.

So better to have a proper series, than to run off to play a few ODIs here and then there.

Could Sharjeel be Pakistan's T20 opener against New Zealand? Rafatullah wasn't convincing at all against England, and he's surely gonna struggle even more in New Zealand, where the ball will move around a lot more than the UAE. Also, that Mohammad Nawaz guy looks very promising. Too bad we don't need another spin-bowling all-rounder. We have a ton of good spin-bowling all-rounders, but not one decent pace-bowling all-rounder.
 
There is no news about India vs Pakistan tournament which was going to be held in Srilanka from 15 december.What is the future of this tour?
