To allow for the production of the physical copies of the game, which is probably a restriction placed on them by the publisher, even if they wanted to go early for PC digital.
It seems that physical copies have been the cause of a number of delays in the product reaching the consumer.
One thing I wonder is why even bother with physical copies for a PC release
Because alot of people, especially on these forums, asked for physical PC DVD's to be released. For some people, they do not have access, or at least a stable, always on or large download limit internet access. For others, it's the ability to also get the collectors edition steel book.
For others like me, it's cos we're Old Skool!
We've hit a problem with the online tournaments and have to resubmit tonight
This will delay patch#2 by a week (longer if another issue is found by MS/Sony).

PS: This does not delay PC at all.
If they don't have a stable internet connection, then they won't be able to install it will they? The way steam works will require not only an internet connection, but also some downloads to go along with the install (in this case probably the latest patch). I guess it'll save on the size of the download, but a download is most definitely still needed.
