What is suspicious about evolving?

Maybe the person himself doesn't know yet that he has evolved. (very unlikely )

Evolving = new powers. Good if town, but bad if it's a mafia who evolved. Hence suspicion. Also you never know if evolving = becoming mafia aligned/individual aligned (that's unlikely tho, but I vaguely recall some pokemon who were good pre-evo and bad post-evo...need to look them up)

They'll know, Varun would probably send them a pm with a new part of their role.

I don't think it would be suspicious at all.. most likely very helpful.

Is this a list of who evolves into whom? Then there could be so many more!

I believe he feels those are ones who turn evil after evolving. I think the Magikarp -> Gyrados one is extremely interesting though. It is actually quite likely. James' Magikarp evolved after he kicked it (James is one of Team Rocket), so maybe the mafia have to find the right townie to 'kick' and if they find Magikarp he evolves into Gyrados for them?
