Based on the article, they aren't talking about transsexuals in the western context, rather recognising the idea of a third sex, people who are neither male nor female, not people who consider themselves to be the wrong sex for their gender. The Wikipedia article on this has a section on Pakistan, which also suggests this was already in place 2 years ago.
