It's amazing that 16.95 mbps is slower than 71% of Netherlands, while 3.55 mbps is faster than 77% of India.
Must be annoying for you to look at your net being slower than 71% of Netherlands.

No, it is all unlimited in the Netherlands, apart from mobile internet of course. They are doing tests on 250 mb connections........download a double layered dvd in a tad more than 10 seconds!
