if you set some kind parameter for selecting players like 'you can pick a players who played 10 or less or none international matches and keeping league size small, than may be it is possible...do your own research and pick uncapped players of your choice and we've a league as suggested by @Sinister One

But making one such list for the given criteria is going to be a hectic job for me. I'm not really highly endowed person with knowledge about cricket, hence it will take a lot of time and I might just lose interest at some point.

Just tell me what kind of players you want included i.e capped/uncapped/u23/u19/associate etc and I'll get started on it first thing tomorrow. Shouldn't take me more than an hour to finish at the most.
Have you decided the team names? It should not include any city but country. Why not include teams like India U23, India U 19, India Domestic etc. Like this? And same for other countries.This is amazing! Thanks for willing to help me here. I'd like a list of uncapped players - players born in and after 1978 (retired players included), plus players born before 1978 but actively playing international or domestic cricket. Also a small list of players who've featured in less than 20 international games (Test/ODI) and an even smaller list of players who've featured in less than 50 international games (Test/ODI). It would be huge help.
Please note that league will consist minimum of 6 teams requiring at least 15 players from above mentioned categories for each side. I shall decide whether it'd be proper to fit in 2 more teams based on quantity of players' names you provide.
