Why is Zaheer not playing?

When we lost the test series with one match to go, playing Zaheer was of no use (Don't talk of test rankings, even if we would have won that, we would not have been #1). But in these T20i Matches, India needs to win because India stands 7th in the ICC T20i rankings.
