So is the dlc and patch out at the same time? Or do we need to wait for both to pop up

This will differ based on platform and region. My understanding is the patch is going live over the next few hours on PlayStation, while it will be early tomorrow morning Australian time on Steam/Xbox. The time you can purchase the DLC will also depend on region, and there may be some slight gap where one is available and not the other.
As mentioned, the patch is required to play the DLC.
