Duplicate your render/background layer 2 times and then do as follows:

• Bottom Layer: Desaturate it and give it a Gaussian Blur of 2.0px​
• Middle Layer: Hard Light,Opacity 60%​
• Top Layer: Overlay (You can play with the opacity if you want)
