Yeah, cop can investigate whom he wishes. Might or might not get the correct result though depending on various circumstances. Doc can protect the person he wishes to not necessarily the one who mafia target. Role blocker as the name says blocks a person. He doesn't allow a person to use his role if he has any that is.
