There are quite possibly penalties depending on how late they are. All the sponsors have paid for exposure during the Ashes in the UK not for nothing till November.

So judging by that, my theory is correct?

Well to some extent they have no control over the release date, if the game isn't ready they can't release it (except on PC). Of course they want the game out, they wanted it out this month, but it's just not possible to achieve it.
