That's the problem with Lee picking a few words out like a ret@rd, you can't see the context.
The Portguese League is more reliable for buying players from. South Americans usually benefit from going there as they get a chance to get a feel for Europe. They also get a chance to play in the Europa League/Champions League and can get adapted to the European game and European culture. Brazil is full of flair players and skillers and dribblers, Europe has far less of that and they can adapt to this.
Porto also have one of the best scouting systems in the world, they usually pick the right players to buy from South America. Look at the stars they've produced in just the last five seasons, plus they dominate Portugal and are a force in Europe (Europa League and Champions League in the last ten seasons).
If Lucas Moura was one of the stars at Porto, it would be a far better gamble than Sao Paulo. Doesn't always work out though, but it certainly does more often than buying straight from Brazil. It is this reason alone that stars from Portugal are generally worth more than the stars from Brazil (barring the freaks like Neymar).

Would hands down be the signing of the summer, a player of his quality that could easily fit in at Barca and Madrid. Only reason he doesn't star for Spain as well is obviously Iniesta. Plus, at a fee of just 15 m, this is crazy business if Wenger pulls it off (which I secretly doubt
). If he comes, we are stronger than last season, with or without RVP.
I don't like the Arsenal kit at all this season, but this will be so huge that I'll even buy a shirt with Cazorla's name on it if he comes.
