To give regular cricket to minnows, the best thing would be to involve them into the first class structure in the nearest test nations.

For eg. Nepal & bangladesh should in Indian domestic cricket, Afganistan in Pak, Ireland, Scots, Dutch in English set up, Namibia, Kenya, Zims in SA, US & Canada in WI.

Intercontinetal torney are good, but they need all year cricket to get exposure in higher stds.

I don't think that will ever be implemented, although it would be nice to see.

We already see Ireland and Scotland appearing in the C & G Trophy, which I think is good for thier development. If they are playing high class players on a regular basis, it means that they will learn and be able to play better cricket in the future, and hopefully become a competitive top class cricketing nation.
