I think he is full of it, owns a modded console intentionally and uses it to pirate games, including DBC14, but I could be wrong

Can confirm this is NOT true. Modded consoles might be available in some shady shops, but otherwise, all major shops selling consoles, sell them brand new, untouched.

This is so not true, even in shady streets they will sell only unmodded ones(mostly illegal imports avoiding customs) at a bit lower price to Retail ones, only if you want it they will mod.
Apart from that i can confirm there are a lot of legal retailers, and sony world selling consoles here, not to mention online retailers.

The OP has either got a second hand modded one or made a very unwise purchase.The xbox live or psn online advantages far outweigh modding it for illegal purposes.

I was being very hopeful when I approved this thread that there are actually countries like that and it's not just someone who "can't" connect their console to the internet because the updates would undo their ability to play pirated games on it.

Extremely sorry for annoying you guys, Itz just that in many cities of Pakistan and India, the shopkeepers are only selling the consoles which are modded, no consoles are available that have not been modded, so what can we do? Still we appreciate all the efforts that the developers put in to create such magnificient games thats y we never buy any pirated disk. I din't know it was so difficult to upload the method, I thought it might be as simple as the WWE video games. Im sorry once again.

Thats full of BS!! Every place in India has original unmodded consoles. Infact if you need to get one modded or buy off the grey market for lesser amount (illegal imports) then you actually need to go into 'specific shady' places to buy such products. Its much much harder to find modded consoles in India than the original beauties!

You don't need Xbox live to download from the servers, just internet connection.

You need a Xbox live account but not the paid one. The free one (called Silver I think) will do.
