Yes to the first question, the second one is a bit tricky, I will have to say, as long as they have not played an international T20 match for their country of origin then they can be used as locals, however if they participated in a T20i match for their country then they will have to be an overseas option
 
With my first pick, i'll go with the best spinner in T20 history, Sunil Narine. He has 379 wickets in 331 innings, at an astonishing economy rate of 6.02. In the last few years, he has developed his batting to become a decent pinch hitter.
He has played 8 matches for the Melbourne Renegades, with unimpressive returns of 52 runs at 10, and 13 wickets at an economy rate of 7.81.

What better an opening pick than Andre Russell? The guy's a monster. Plays in many well reputed T20 leagues around the world. Huge experience on his back, great character on the field, and importantly possesses ability to destroy opponent single-handedly on any given day. I mean, literally what more could you ask for?

About his records:
321 T20 appearances, more than 5000 runs, batting average of 27 with whopping strike rate of 171.29 :lol As well as his bowling stats are also brilliant. 18 balls per wicket, descent average of about 26, almost as many wickets as games he has played. Sounds like a gigantic player profile.

Astonishing statistics that I agree. But I'm afraid he hasn't been in same touch as before ever since he got his bowling action corrected.

Sort of true. That is because there exist a very few all-rounders who possess such characteristics. Another name that I can compare him to is Krunal Pandya. These players sure bring balance to the team. But the harsh truth is that Narine is deteriorated from an invincible bowler to an average contributor or an occasional match winner.

Yes, but he is still among the best T20 players, even after correcting his action, and got the MVP award in the 2018 IPL, which speaks volumes about his bowling talent. That’s without considering his value with the bat.

Good enough to play as a specialist batsman in most T20 teams, Shane Watson has been a standout performer in T20s.
He played the final of the IPL with a bleedding leg and almost got CSK through. He also bowls and was a gun death over bowler for RCB in 2016.
An aggressive batsman, Shane Watson will be a default pick in most T20 teams. He will be opening for now but might bat at no 3 depending on the rest of the players.
