With a new developer, yes. But that is not good news, AC09 was a decent game, that would of got better after each release(compare Fifa 07 to 10, non PC).

UK publisher Codemasters has said that it is currently keeping all possibilities open with former partner Transmission Games – the Australian studio responsible for the Ashes Cricket title which closed last month...

Ashes 10 will not be just a roster update. It will be a better game than this current one, with at its core the excellent gameplay of this version with added editable tournaments and better AI responsiveness.
That is my crystal-ball gazing for tonight.
