I don't think he knows two mafia as it's said it was far and he can't see their face or something in writeup.

I tend to lean towards this.
Although the "what happened to the other guy" part is puzzling. First they find the wrong guy killed, so what "other guy" are they looking for? Did they pay the SK to kill two people, and he just killed one, but the wrong one?

I think theother guy they are talking about is the other footprint it must be of the killer.
Another part of the writeup that stick to me just know is both the people talk about "insider" and "guy on the inside". Can we have a secret mafia?

This is just a story to start things, but sometimes the story gives hints and this one definitely looks like one which is trying to inform us of something but we already know the setup.

However, this line intrigues me. We know that Asprin said that this game can be different from the other ones so maybe it hints at a townie who is a backup mafia or something, plus the title ODD ONE OUT.
