I am pretty sure the original cricket 2004 had these byes issues, I put that down to TargetSizeMax being too high originally. I think it was something like 0.90 which prompts the lesser bowlers to bowl wide and big bouncers over the head of the keeper. You may just want to check the min is around 10-15 and max not more than 30-35. This will prevent any bowler from bowling too many wides or bouncers.
If you dont find anything odd with the values mentioned above, I suggest you reinstall the GOB just in case and see if it makes any difference.
