I don't think it's an idiotic assumption. It's pretty well known that piracy is a huge problem in India, any game developer will tell you that, and that a massive majority of the copies there were/are pirated. I believe Big Ant have plenty of information informing them of this also.

Piracy is a problem in most developing countries and even some developed countries.Most of india hardly have access to Hardware to play Dbc .Pc and console gaming have hardly taken off in india.Its mobile gaming which is popular except handful big cities.So i do think publishers view india as a major market for consoleor pc gaming yet.
