is it the sales made by the retailers or sales affected by the distributors .?

To be clear, it was a billion dollars in *revenue*, rather than a billion copies.

But yes: that's based on retail sales (Though it's estimated, as not all places you can buy the game get reflected in the charts). Publishers sell to distributors, distributors sell to retail (SELL IN), retail sells to customers (SELL THROUGH). Which is why they're so damned expensive.
