probably because in cricket there is no equivalent to a football manager.
internationally, you have the selection committee for personnel decisions, coach for training and pre-game tactics, and captain for in-game tactical decisions, whereas in football that'd all be one person.
domestically, you might not have a selection committee, and head coach is more in charge if recruitment, but also there is not so much of a transfer market... and again, you've got a pre-game/in-game tactical split which is not there in football.
i think the best decision big ant made was taking the "manager" element out of career mode and making it a be a pro. instantly they went from having something that even executed well could only be meh and ended up with something genuinely groundbreaking and exciting - for the first time in a cricket game, losing your wicket or bowling a terrible spell will actually mean something!

more on topic, i'd throw in my support (again) for rugby union. decent sized market, world cup coming up, got a decent base in RLL, it seems perfectly teed up for that.
if they did both 15s and 7s in the game, it'd be perfect, especially with 7s about to enter the olympics.
