I'm inclined to disagree with you here. It sounds like you're nitpicking on any off-day or a lean patch these bowlers went through. When you adjudge whether "India has the best bowling attack in LO's", it doesn't just refer to the form of these bowlers, but the resources that the team has to pick from. And that too, which is rich with variety that makes India's bowling attack one of the best in the world given the talents you can exploit to win a game of cricket. And if you were to look at any other team in the same regard, you could make many of the same arguments (eg. Moeen Ali has been inconsistent with bat and ball for England in LO's, or Starc looking ineffective or Hazlewood getting very limited opportunities in LO). But, at the end of the day these guys are considered world class players who can win games for their team.

Also, more often than not even when Bumrah was going through a lean patch and Bhuvi was out for so long, so many other players have stepped up too. Chahar picked up 6 for 7 in a T20 game, Sundar has kept it tight, Saini has impressed with his pace at times and Shami had one of the best strike rates in WC19. Nattu did really well in his debut series against Australia a few months ago as well. I can't think of any other team that has got these resources in check, although Australia and England have formidable attacks in LO's as well.
There isn't much of an issue as far as the T20Is are concerned but the real issues crop up when the format switches over to the ODIs. Statistically India have been probably one of the worser bowling sides if not the worst in ODIs in this period. They have conceded the most 300 plus scores post 2019 World Cup. India has the worst bowling average(48.48) and economy(6.21). There is a difference of 5 runs between India and the 2nd worst bowling side New Zealand(43.37) which is far better in terms of damage control conceding at only 5.72 runs per over. Australia has an average of 41.27 and economy of 5.68. England is way better in this aspect having an average of 37.29 and an economy of just 5.10 inspite of playing in batting friendly conditions.

Things go further downhill for India since West Indies visited them back in Dec 2019. They just seem to be way too one-dimensional and predictable while not having proper back up plan to counter the attack from the opposition. Indian bowlers concede close to 10 runs per over in Overs 41-50. Glenn Maxwell nearly got the fastest ODI half century just 3 months ago against India while Steve Smith managed the fastest ever 100 in India-Australia bilateral matches in the same series after struggling from a lean patch for a considerable period just before that series. Even Kyle Jamieson got a 50 against India on his ODI debut. Also we've nearly lost 6 matches in a row in ODIs only due to inefficient bowling alone.

Yes we have a bench strength and a big pool of bowlers to choose from. Yes we do have some sparks of brilliance and moments which turned matches into our favour. But we cleary aren't head and shoulders above other sides and there are definitely issues that needs to be addressed with our bowling. And tbh India's bowling isn't challenged much in the T20I format more so due to the fact that our batsman somehow manage to put a score on the board. In red-ball Cricket we have been really close competitors with Australia for the best bowling line-up in the world but white-ball struggles are still very prominent with this Indian side.

Just calm a bit and enjoy the sport. Yes sports criticism is pivotal, but not at the cost of peace of mind.
 
Pandya at seven feels like overkill. He's one of our best T20 batters and can clobber spin effortlessly. I think he can do a job if you ask four overs from him but then again, it is suboptimal usage of his skills and going without a sixth bowler in a T20 is always a huge risk.

I'd be amazed if he wasn't in a floating role. He's like Buttler for me. Buttler should have the opportunity to face as many balls as possible and Pandya, perhaps not in the same league, but I'd certainly want him coming in with time to make an impact.
