Its a small stool, so any one can get it in, its maybe one for the stewards or the ball boys..I think so.

It might just be me, but stewards usually stand at a football game, and generally the ball boys sit on the floor. Maybe Man City have so much money that they can afford to give their employee's this stool to sit on.
