That really is a seriously patronising attitude to take. The pitches are flat because the groundsman is lazy, perhaps it is difficult to create a pitch that is safe, financially viable (ie, goes beyond the second day) and has enough juice in it for the bowlers. The soil content is most important for groundsmen and if that does not support exciting, bowler friendly cricket, then there is not too much that can be done. Of course, a groundsman could simply not prepare the pitch, let grass grow to a great height and see what happens, but then that would probably not be safe or give the batsman a single change of playing a delivery delivered at 80mph or higher.
Moreover, the last match heralded a result - clearly the high score from Sri Lanka in the first innings came down to a shocking bowling performance by India's 'bowlers'.
