obviously, I don't the intricacies but if you change it to the last year, and not just this year (cause rankings aren't reset on the 1st of jan) shakib stands up a lot better (and include australia, new zealand and sri lanka) though yeah, I'm a bit lost as to why mendis isn't higher.
maybe they are weighted to that you get more points for teams rated higher than you, thus shakib would get more than the others when he does well against good opposition.
or maybe it's a match by match thing and you get points after each match rather than overall (which I think could well be the case) and shakib hasn't really been tonked about by anyone, only one instance of an economy over 5 in the last year and he took 2-38 that match. mendis though he's had some ridiculously good performances has also taken some hammerings.
dunno, but looking at his stats, 26 wickets at 22.00, economy at 3.39 I can't say he doesn't deserve his placing. he wouldn't be the player to make me want to change the rankings.
Shakib's stats in 2008:
22 wickets at 33 with a RPO of 4.23 and a strike-rate of 47.
His best innings haul was only two wickets in 2008, that to me shows he isn't a match winner with the ball.

And his SR is a lot higher then anyone else bar the other Bangladesh bowlers.
