I think you are referring to this post:

Chance to select Umpires for the match??
If yes, then all the Umpires should have different skills which will affect their accuracy levels. Less skills means less accuracy, so more errors and more DRS.
Something on that line.....

Very good idea indeed. Such a system is in place in Fifa too, where we have variations in referee's nature. He can be strict, medium, etc.
