Edit: I guess the problem with you is that your GPU doesn't support DirectX 11, and you are running Windows 7 which comes pre-installed with it.

On dxdiag, it says that my PC has DirectX 11 and I am sure my PC supports it.

Reinstall it and check it.If you have an Nvidea graphic card,give the "RESTORE TO DEFAULTS" settings and see,i think this should work fine for you now

It runs at its finest in my PC...thank god. It doesn't really require a "high end" PC...although mine is medium-high.
