I don't understand what's with this "pitched outside leg; can't be given" thing. LBW is when the ball hits the batsman's pads (or body) without hitting the bat and when it could have gone on to hit the stumps.

in a word no. pitching inside leg is one of the requirements for an LBW according to the laws of the game.

admittedly it's a law I think should be changed, especially due to the emergence of switch hitting but it's still a law right now and raja is right.
